According to what I have read the only way to dissolve them is to have the people of the Village voted in the last election to have it voted on. It all seems a bit odd really. I think the state or county should have the ability to pull their Village tittle when they no longer meet the guidelines of what makes a Village. From what I understand to be a Village now you have to have like 1600 people in it? New Rome need another 1540 people!

I was really sad about Ron O'Brien's ruling in the New Rome situation, so I sent him the attached E-Mail. How are we going to clean up that corrupt town if state and county officials just keep up the same old "not my problem" attitude? I would like to note that Joe Testa seems to have more gumption - in the dispatch he indicated that he was not inclined to forward any more money to New Rome beyond the $70,000 already sent. This means they will run out of money soon - an excellent situation.

It would be great if AEP or whoever their electric provider is would cut their power for non-payment. That would put a hurt on their ability to sit and run plates all day. I know. Nice comparison. I guess the auditor would be the one taking the money back. But they won't give it to the poor if he find problems. The only real way to get money from them is to be part of out Class Action Lawsuit or if Ron O'Brien presses charges against them and gives people who were victimized their money back. I'm not banking on the latter to happen.
I was over on the West Side for business today, so I drove through New Rome twice. A couple of observations:
1. The NRPD is not sitting out in their cars right now. I think their strategy is to lie low until this all blows over. We should make sure that this NEVER BLOWS over.
2. The Lamar company has a billboard up on West Broad Street just West of the 270 interchange. The billboard is yellow and reads "I'd watch my speed if I were you." Hooray for the Lamar billboard company!!
3. I am shocked at the poor physical condition of New Rome. The sidewalks along Broad Street have crumbled into the curbs, which have crumbled into the street. Over 10 years, this community has generated at least $2.6 Million in revenue and not once have they had any money for basic repairs. During all the years that the Chapman family has been running New Rome, what have they accomplished? I'll tell you what they've accomplished - a welfare program for incompetent police officers and plenty of opportunities for the Chapmans to slide their hand into the till. I wonder how much money has been stashed in West Virginia, since the Chapmans seem to spend more time there than in New Rome? And speaking of "carpet baggers" (as Nancy Chapman indignantly accused the new Mayor) doesn't the Chief live outside of New Rome? How about the other officers? There may be carpet bags all over that corrupt burg.
4. Brave soldiers have died recently in Afghanistan protecting America and its ideals. I become livid when I think of a New Rome police officer with an American Flag on his uniform. The New Rome Police should wear the old Soviet Union's hammer and sickle on their uniforms. The NRPD values of state power, corruption and bribery are just plain un-American! It is especially gauling that we have terrorism right here in Ohio that is being ignored by state officials. I see no moral difference between the abuses of the Taliban and the abuses of the NRPD.
5. I've heard anecdotal stories that racial minorities are a special target of the NRPD, but this topic has not been mentioned on your site. I hope during the class-action litigation, a special effort is made to check percentage of racial minorities who have been victimized by this corrupt town.
Keep up the good work and don't be fooled by a run of no-news days. The evil in New Rome is hunkered down, but is not yet vetted.

I am ashamed to say that in 1996 I was arrested for a DUI in (you guessed it) New Rome. I was intoxicated, and take full repsonsibility for my behavior.
However, as I was attempting to track down my arrest records, so that I could disclose them for the position I was applying for.....lo and behold, there is no arrest record. There is no record period.
After having conversations with "Jim" at New Rome, for all intents & purpose, my DUI never happened. It appears to me that the New Rome Mayors office cited me for an offense, fined me a hefty chunk of change, and then just kept the money.

When a new traffic law is passed villages will take that wording and and apply a local ordinance number to it thus giving their court and police officers a way to cite or ticket a violator of that law into the local Mayor's Court.
Also when a law and a penalty for a law is changed they act in a similiar manner to bring their local ordinance in line with the new wording. AND every so often they pay a company to go over the local ordinances and make changes etc where needed and then the village council acts to adopt the new codified ordinances.
When was the last time NEW ROME did this and if it has been a while is there anything the local prosecutor can do or maybe the attorney general or a court of law that would effectively say NEW ROME has failed to act on its ordinances and bring them into complienece with Stte Law.

No village or small city in the immediate area will admit to a similiar practice and some even said that an officer would be soon removed from the "force" for such abuses of not only his "power" but for "misuse" of the State of Ohio's LEADS Computer network. Well I live out in West Jefferson. Which is maybe 15 miles west of New Rome on Rt. 40 (aka Broad Street). If we want to go to stores on thewestside...we NEED to go through New Rome.

I can BET they do not calibtrate before and after every stop let alone at the start of a shift and by the way the manufacturers of K Band all agree thet their units are accurate only to about 6 to 8 miles so stopping somone for 2 or 3 miles over needs to be MADE ILLEGAL IN THE STATE OF OHIO.

I attended the meeting on Feb 2, 2002 and was very pleased by the way Mayor Mueller handled the illegal council members. I was the guy behind the door, behind the guy impersonating an officer. I saw several people I had recognized from being in the area, including 1 of a set of twins who was known at Westland HS for being "easy"! Bitch. She opened her big mouth for what was only the second thing she could use her mouth for. She is Former Mayor C!@(*$%+'s daughter.

I remember
years ago watching the very funny Bob Newhart Show on TV. It was based
in a small town in Vermont. Bob wasn't from Vermont but moved there to
renovate a Vermont inn. The sitcom ran from 1982 thru 1990. Now I
watch the reruns, but the name has changed......Newhart has become Newrome.
The characters are still the unbelievable Town Council appointees who have
more than a few screws loose and that squirrely little police officer who
would try to arrest you for any little infraction. Let's not forget the
3 brothers, Darryl and Darryl and their fraternal leader, Larry.
There are of course the normal
characters in both sitcoms; Bob Newhart and "Mayor Mueller". Mayor Mueller
moved to New Rome to renovate it. The westside needs Mayor Mueller to bring
this sitcom to an end in less than the 8 years it took Bob Newhart.
Another incident I would like to pass on was from a friend of mine who's Dad got his car hit by a New Rome cruiser while passing through the town. The cruiser was making an illegal U-Turn on Broad St and my friends Dad was headed East. The goofball ran into my friends Dad. He tried to make it look like it wasn't his fault but my friends Dad called the Sheriff and the idiot was cited for hitting the other car.
On at least 2 instances, I have observed the New Rome cruiser at the corner of W Broad and Sturbridge, facing East and making an illegal U-Turn to go back West. He would run the red light and make the turn before the East/West light would turn green. He was not in pursuit at the time either.
Mayor Mueller is a hero in
the eyes of all, outside of the inbreds of New Rome.

They actually resigned and since they were never serving legally in the first place including Dan Plants it really opened the door for the MAYOR who was legally elected to appoint council under Title 7.
The next step for Mueller should be to eliminate any unpaid police positions which can be done since these people have no recourse. Then he needs to place CHIEF OF POLICE Larry Cunningham on paid Adminisatrtive Leave and ask for an INVESTIGATION of the management of the POLICE DEPT.
He can have either the Sheriff, The Attorney General or even go back to O'Bbrien for help. In the meantime he could appoint a temporary Chief who could work for free to help start the end of the NEW ROME POLICE DEPARTMENT.

I have never received a ticket in New Rome and
chances are very slim in the future. I moved to Richmond Virginia
5 years ago. Because I grew up on the westside and attended Westland
High School, all the stories I've read on your website don't surprise me.
I am very pleased that you have made them public and are trying to fight
city hall (can you call it a hall if it's in a
trailer)? My mother still lives on the
west side and has sent me some news clippings from the Dispatch. I beleive
that the detours are a very good idea, however please remember to make
a complete stop at the stop signs because the NR officers have been known
to try and ticket out of their area.

all goes well for you and all the other people that have had problems with

I'm Michelle and that ticket as you called it is known as a Uniform Ohio Traffic Citation, it is for all intensive purpose a lien. UCC 1-207-4 reserve your common law rights, as does "without prejudice" I believe that if you look on the reverse side of the ticket their is no place to make a nolo contendere plea, and pay it all you can do is admit guilt. I did not tell you not to sign your name I said before you sign add signature provided under protest, UCC-1-207-4 "without prejudice then sign your name. UCC is the Uniform Commercial code where the Uniform Traffic Citation has its roots, and it is a UCC form one
The earliest reference to an "attorney general"
in Ohio can be found in the government of the Northwest Territory, where
the Congressional Act of June 16, 1795 provided for the interests of the
Government of the Territory to be represented by an "attorney general"
before the General Court of the Territory. The Act also prescribed fees
to be paid to the attorney general,
including 18 cents per sheet, 62 cents for court
motions, $5 for criminal cases and $8 for capital cases. There was no provision
for an attorney general in the first Ohio Constitution of 1802. The executive
branch is described as having a governor, secretary of state, treasurer,
auditor, and other civil officers. The only mention of an attorney general
in the document provides that he is
not eligible for membership in the General Assembly.
There are several reasons why the framers of the first Ohio Constitution
did not feel the need to include an attorney general. First, Ohio's state
government was very decentralized; ***law enforcement was handled on the
county level, and the Ohio Supreme Court appointed each county's prosecuting
attorney***. Second, cases of state interest were limited and county prosecutors
represented the State's interest when necessary. Thirdly, if a situation
arose where the State needed additional legal representation, for many
years it was cheaper to hire a private attorney than it was to fund another
state office. Early Statehood The position of Attorney General was created
by the Ohio General Assembly on February 16, 1846 as a position elected
by the General Assembly and commissioned by the Governor for a five-year
term. He had to be Franklin County resident, maintain his office in Columbus,
take an oath to support the Constitution, and post a $5,000 bond. He was
paid a salary of $750 annually, plus three and one half percent of all
monies he collected, up to a total maximum of $1300 a year. The 1846 act
spelled out the Attorney General's responsibilities as follows:
He was the legal advisor to the state government;
he was to represent the interests of the State, provide legal opinions
to state officials, prepare all state contracts, maintain records and prepare
an annual report to the General Assembly. He represented the State in all
civil or criminal matters before the Ohio Supreme Court and in any court
at the request of the Governor or either house of the General Assembly.
He was authorized to consult with and advise county prosecuting attorneys

So...perhaps we need to write the county prosecutor
and go to the Supreme Court if he doesn't do anything.

I'm never down in that part of town but have been following the tale closely as it unfolds, and this morning I stumbled across your site. This all reminds me of a situation back in my native Texas that lead to the passage of some laws on the amount of a budget that can be collected through law enforcement (the Dispatch had a story on this the other day).
Just thinking out loud, I wonder if there isn't a class-action lawsuit in there somewhere for millions of dollars collected by a municipality that hasn't legally passed an ordinance in well over 20 years. Is the 35 mph speed limit legitimate? Was it legally set by a properly installed and lawful body? Was the enforcement of law performed by a legal municipality that had the authority to do so?
Different topic: on route 23 up here in Delaware County: I'm zipping up and down it all the time. Either the stories of it being a speed trap are not necessarily so, or else I'm really lucky <grin>. There are a couple dangerous intersections around Lewis Center that seem to have a lot of very bad accidents. I've seen the Life Flight helicopter twice in the past several months and they don't bring out the chopper unless the victims are in really bad shape. So don't be an idiot trying to be Speed Racer up here.
Different, different topic: You ought to post a one-paragraph explanation, maybe under the Purpose link, of what all the fuss is about so that visitors from outside the area understand what's going on. You never know, this might become well known outside of Central Ohio.

That would be a great law to have. Someone mentioned that FL had passed something that prohibited small governments from making more than 30% of their budget with Traffic Fines or something like that. This would really kill New Romes business.
